Leylandii reduction - who pays?

Is it true that if you insist leylandiis on a neighbour's property be reduced in height, and the council agrees that should happen, that you yourself (and not the neighbour with the offending trees) have to pay for that to happen?

You have to pay a fee to the council before your complaint can be considered but, if the council make an order requiring the hedge to be cut back, the owner of the hedge is responsible for getting the work done (and paying for it):
