No. The electric guitar is generally slightly easier to learn to play as it has thinner strings which make barre chords etc slightly easier to perform. I woul;d suggest though that learning the acoustic guitar is likely to make you a better player as the clean sound of an acoustic really shows whether your chrds etc are being played properly, whereas a distorted electric sound will cover a multitude of sins.
I agree entirely with all the replies......I have been playing many years now but started on an accoustic as it was all I could afford at the time and I have never regretted it as it gave me a very good grounding in both chord and lead work.........make a mistake on an accoustic and it stands out like a sore thumb whereas on electric it can be covered up quite easily.
But really I think its what you feel you prefer yourself so go ahead and buy which suits your taste and good luck with your playing
