That was after the Hillsborough disaster when a lot of football fans got killed in a stampede at a Notts Forest v Liverpool FA Cup game. A while later, the then-editor of The Sun decided, pretty much unilaterally, to run a front-page story alleging that Liverpool fans were entirely responsible, under the stark headline "SCUM". This proved to be a huge miscalculation, as it sparked a mass boycott of The Sun on Merseyside, traditionally one of the paper's strongest sales areas. I'm not sure whether The Sun was actually completely pulled from that region for a while, though I would guess so from the wording of your question. I'll dig out my copy of "Stick It Up Your Punter" later and fill in the rest as best I can, but that's the gist.
Specifically, the entirely-made-up story alleged that Liverpool fans had urinated on, and stolen from, the dead bodies.
The whole thing's come up again recently with The Sun paying Wayne Rooney for exclusive access, which upset both red and blue factions on Merseyside. With Rooney having very local roots, many locals were appalled. Although The Sun's apology stated that many of the staff there now were still at school/university when the sad events of 1989 took place, the proprietor's still the same.
Ironically one of the main printing centres for The Sun is in Knowsley.
