Car Trapping? - What is it?

I just nipped out to grab some lunch from a big M&S, as I was parking my car I noticed a big blue police sign saying "Warning car trapping operating in this area". There was a picture of a car in a cage below the warning. What on earth does it mean?

car trapping is where the police put a vehicle on show with say a briefcase inside or a sat nav on the dash,and they just sit and wait for thieves to break into it,then they nick them.
