School types

I work for a company that runs a competition for schools and colleges, but a Saturday performing arts school have asked if they can enter. The answer is 'no', but I've lost the right word to describe the schools who can enter. I want to say "It is only for proper schools and college...", but not use the word 'proper', should it be 'schools and colleges in the education sector'? 'State and public run schools'?

Anyone got any ideas?
