'Seafarer' is another name for a sailor. 'Fayre'is an obsolete form of 'fair' or 'fare', so - at one time - it may have been possible to call a sailor a 'seafayrer'.

The only thing I can imagine the basic word 'seafayre' to mean is some sort of show, for want of a better word, held on boats! That is, in much the same way as one may see an 'antiques fayre' advertised.

Isn't it pseudo old english for seafood? I've seen it in boards outside coastal pubs.
