I know that it use to be by a band called "Propaganda" and think it was the track "Duel" off the "A Secrect wish" album.

Yes that's correct, it was 'Duel' off the Album A 'Secret Wish' by Propaganda released in 1985.

The Album is still available from the HMV as a CD or Download.
