I don't know sorry, but my favourite elaboration of it is "a face like a robber's dog licking the **** off nettles". One of the best insults around!

It's probably the notion that robbers who had dogs tended to go for the big ugly nasty brute type who would be a bit tasty if things went pear-shaped.

"Face like a burglar's dog" - the idea being that said burglar would regularly give the mutt a boot in the mouth to keep him quiet, with predicably unsatisfactory cosmetic results for the dog...
