38A I have RULER. Haven't done the full crossword yet so don't know where your O comes from so I may be incorrect.

it is RULER naja, 26D is EXALTS

I have the O from 26 down , i put EXTOLS as the answer for " Praises highly , glorifies " . Maybe I'm wrong on that one .
I've just had a thought , actually , is 26 down EXALTS , in which case 38 across could be RULER ?
