I'm not quite sure where Google comes into all of that but, if you've simply lost your desktop shortcut to Internet Explorer, it's easy to create a new one:
Go to Start > Programs
Right-click on 'Internet Explorer'
Select 'Create shortcut'
Your programs list will now have 'Internet Explorer (2)' added.
(Left-)click on this and drag it to the desktop.
You've now got a new desktop shortcut to Internet Explorer. (If you want to get rid of the '(2)' at the end, right-click on the icon and select 'rename'. Delete the '(2)' and press 'Enter').
