how many combinations of three numbers from 0 to 9 could be made up?

If you mean the number of possible combinations of ten different objects (0-9) taken 3 at a time there are 120 possible combinations.
Under these circumstances 047 would be considered
the same combination as 740 or 407 or 470 etc.

If you can use a number more than once then 1000 is correct - this comes from each digit having 10 options: 10 x 10 x 10 = 1000

If you can only use a digit once then it is 10 x 9 x 8 = 720
