If you are dialling an overseas number then yes. But if you are texting a UK mobile (a friend on holiday for example) then no. So if it is foreign phone then you do need to put in the country code.

yes e.g. australia +61411776000 you drop the initial 0 and add 61 as the country code. unless it is a UK mobile in another country on 'roaming'.
