22a is IKAT - it's a method of tie-dying fabric, and it's an anagram of BATIK, without the B (missing out Black)

I think 27a is WITHERS - it's an alternate meaning for WILTS, and also it's a term for the top of the back/base of the neck on horses/cows/sheep, etc., so presumably it's used a lot "in the shires"
