wood flooring and noisey nieghbours
does anybody know if there is any legislation about installing wood or lamintate floors in flats? my neighbour above me has done so, and the noise made by the tenant in the flat appears to have increased somewhat. the ceilings/floors are quite thin. would i be right to insist he has carpets fitted instead to minimise noise?

DEFRA produced a guide to help people impacted by it - by I can't find it on the DEFRA website anymore. In the first instance trying talking to enviornmental protection / noise people at the council. I'm not sure whether Johnny 2 Jags has ever actually put the legislation in place yet.
