I've just got home to find part of the back garden fence has been blown down.
As I rent shouldn't this be up to the landlord to sort out?

My 1st thought would be to ring your landlord and ask him. If he says no, do you have a contract you can refer to? If that doesn't help you either I'd be tempted to either fix the fence yourself (if it's not going to be expensive, it hardly seems the hassle) or if you wish to take it further maybe contact the CAB?
