Some bored soap-dodger keeps trying to hack my PC. Its always the same IP address, can i send a message using the IP that my firewall is reporting? I have reported it, but its still happening.

Is it your ISP provider's server just 'pinging' your computer whilst connected?
This is especially true if you are on broadband with an ISP using dynamic IP addresses.

i have noticed that my ip changes everytime i log on. Why does my ISP do this?
Quite simply, there are not enough static IP addresses to go around. Your ISP therefore allocates you a temporary one from a pool of IP addresses. This temporary IP address is called a dynamic IP address.
