Why are there stars/asterix on the top or bottom of some pages in books, do they indicate something?

Do you mean footnotes? This is where there is an asterisk* or other symbol somewhere in the page; and the same symbol with a comment or reference at the bottom of the page. They simply add something to what the writer has to say, but which for some reason he didn't include in the main text.

*Looking like this.

No not footnotes, stars/asterix (as many as three) at the top or bottom of the page, can it indicate a thread change mid chapter?

Probably. If the thread change is half way down a page, they usually just leave 3 or 4 blank lines. If it coincides with the top of a page, they usually put a row of asterisks or a line or something.

It's just a break in the story which is larger than a paragraph break but smaller than required by a new chapter.
