Recycle Bin after System Restore

After doing a system restore the recycle bin icon on my desktop shows something in it, but on opening it the 'bin' appears empty.
If I then click on empty recycle bin it says are you sure you want to delete 'WINDOWS'

Is this as worrying as it sounds?

Cured it.

I put something in and said empty recycle bin and it said do you want to delete these two items, so I said no and told it to restore them.
