power steering belt slipping? check to see if the belt is slack (when the car engine isnt running!!!)
or perhaps the power steering rack is on its way out
It will be the auxiliary drivebelt (otherwise known as fan belt) is slack, some can be tightened which is a fairly simple procedure if you have some practical knowledge, others are tensioned by a spring loaded pulley - in this case it would have to be replaced.
sorry i missread that - i thought u said when you turn the car
you mean its present whenever you start the car?
in that case similar issue - its most likely a belt that is slack and requires tightening - no more than 20 mins work for a garage

thanks i thought it maybe but you know what garages can be like when they see a girl pull up !
get a mate to do your fan belt, not worth going to a garage just for that!
or
ask dad nicely , he'll do it for a beer. well that's what i charge my daughter!!
