Safely Remove Hardware

The icon keeps disappearing along with the volume icon. I go into control panel - sounds & audio devices - & click to add volume icon to toolbar, when I do that the usb icon appears. When pc next starts up the icons are gone.
I've right clicked the toolbar & it's locked, how can I get the icons to stay there?

Right-click on the taskbar, select Properties. On the Taskbar tab untick the 'Hide inactive icons' tick box, or click Customize to configure individual icons.

Didn't work, the 'hide inactive icons' was already unticked & can't select anything in customize apart from 'hide when inactive'. I only started having this problem recently, it used to be fine.
