The crime rate stays high while they fund their habit and infectious diseases are on the increase, but now the addicts will be available for screening. Giving them food vouchers that cannot be spent on drugs might or might not help, but I think it is worth a try. Many people would find an alternative remedy, culling, to be unacceptable.
