whats this britpop tune?

Im after the name and artist of a song with the chorus "You gotta find time, the right time, to make a change". Its a classic 90s britpop/indie style track that im pretty sure was a hit. The whole song plays over the adverts on the DVD of the BBC comedy series "Human Remains" but there are no credits for it.
