why is a cats tongue like sandpaper?!

my son and i were having this discussion last nite!
what is the purpose of having a tongue like sandpaper?!

Just found this paragraph on a website - could be another reason:

FEELS like sandpaper, but is in fact covered with loads of tiny barbed hooks, for removing loose hair and dirt, etc.

Dogs don't groom. They lick where it hurts and one other place (because they can).
