unadopted road

if local authority regularly clean the road and maintain the lighting on a road that they class as unadopted why do they say that they are not responsible for maintaining the road surface ie filling in potholes?

Is it a new development ??? If it is unadopted as far as I know they are not responsible for anything so you are probably lucky to be getting what you are. Your solicitor should have pointed this out to you when you purchased the property.
