Have you had her checked over with your vet? It may be a good idea.
I agree with the above answer - take her to the vets and they will check her out for you and make sure she is healthy and is younger then you think - rather than there being anything medically wrong with her. I would also suggest that you keep her in - as you should not be letting her out so young anyway - you should at least have her spayed before you do so that she doesn't have any kittens unexpectedly when she gets to breeding age.
It could be that her mother was small, or maybe has had so many kittens (either in this litter or in the past) that her babies are not getting the nutrition they need and are not growing properly.

Provided she is eating and playing and seems health, there should be no problems with a small cat. I wuld not consider breeding from here though, as she may also have very small babies and they could be at risk.
hi my kitten is 6months and is small been checked by vet she's all ok just a small cat. vet said she will grow abit more so dont panic but do get her to the vet for a check up and to be spayed
i have a full grown male cat that only weighs 7lbs(1/2 a stone) I rescued him with a broken pelvis so dont know if this is why he is so small? I have some cats that are large and some that are small especially females. Have her checked out by the vet to confirm health, if not supplement her diet with some kitten formula she can lap from a bowl. It is true she may not have received the proper nutrition in utero or after birth or she could just be a small kitty. Many of the feral/stray kitties i have rescued tend to be small whereas kittens i have bottle fed are porkers(not fat just big and healthy) I fed one particularly precious to me c/sectioned newborn kitten whose mother would not care for him a bottle until he was four months old( and he still likes to nurse on the side of my thumb) he is almost 2 now and is a rather skinny fellow regardless. He will start to fill out now that he is pretty much full grown. I have read somewhere male cats can grow for up to 3 years and females ti'll about 2 years. I keep all my cats indoors as i do not want to find them squished in the road or find that they have gotten in to someones moving van or garage or shed. Indoor cats tend to be healthier and live longer than out door ones.
