On a perhaps different perspective to it......
why not ban lorries and anything over 17.5 tonnes from the roads during daylight hours?
That way, there is more room for the cars and caravans etc... also the rolling roadblocks that are caused by one lorry at 55 mph overtaking another going 54 mph?
As an incentive, fuel tax for HGV's could be cut and the extra revenue taken from the proposed toll roads? Or the speed cameras?

Fair point Panic but are staff not on site at early hours anyway to receive deliveries from wagons that arrive and park up overnight anyway?
Also, and as a slight change to my original suggestion, lorries not permitted during rush hour times.
This is not a final solution but just the hopeful ramblings of someone who had to find a way past a delivery wagon in the middle of Otley on wednesday.
Am sure with a little bit of co-operation between all parties, a solution could be reached.

I'm not a caravaner but a camper so your going to hear from me wether you like it or not. .Alot of people like myself wouldn't be able to aford a family holiday if it wasn't for towing a trailer or caravan. It's much cheaper that B&B's, Hotels, standing caravans etc. For a week in Dorset in a standing caravan it's about 700 at peak times compared to 105 camping. I actually found the top gear episode featuring the caravan very funny but unfortunately they didn't do caravaners any justice. You'll find most caravaners with experience choose a car and van outfit which are well suited which means that the outfit is quite capable of keeping up with the traffic. You do however get those who dont - but you do find stupid people driving all sorts of vehicles not just caravan outfits. I do many miles and dont find that many problems so maybe the fault lies with you and your driving ability - or lack of it.
What can be done about banning people that aren't considerate enought to understand other people's needs.
If someone wants to use a caravan then so be it. Maybe you should go on an advanced driving course so you can learn how to overtake at a safe and appropriate place??
I did and it helped loads. I'm no 'weekend gypo' but caravaners pay their taxes like the rest of us.
I would however ban boy racers. Scum.

Your HGV deliveries could be done by utilising the canal and rail system more. Smaller vehicles could be used for final deliveries, which our town centres road were actually designed for.
So, by limiting HGV doesnt mean that nothing will be in our shops, it means that people will use other methods and fill all the capacity that we are currently wasting.
