Male cats

I have a male neutered cat and he keeps going to the bathroom on my carpet, on clothes and on shoes. Why is he doing this? He had a urinary plug about 5 years ago and ever since he has gone to the bathroom around the house and It is starting to get really annoying.

I'm not sure what a urinary plug is? He might have a urinary tract infection. My old cat started to do that, but she was 20 years old. I think when cats reach a certain age they tend to get senile (sp?) like old people do sometimes.
