It means that the load has been sealed by the Customs of the country of origin and that as long as the seals and paperwork (TIR Carnet) are in order, the load does not need to be custom inspected at every border.Since the EU came into being, this has been largely dispensed with and the much simpler T1/T2 forms used instead (although these are only needed for goods destined to go out of the EU, or come in from outside the EU); you no longer have to do a customs declaration at, say, the French/German border. Therefore, nearly all trucks you see with TIR on come from N. Africa, Turkey, Russia or beyond.
