No. There are miniature horses which are generally under 34" . Have a look at http://www.bmhs.co.uk/

Wildwood is correct, but the shetland is the smallest "rideable" British pony. Just don't try telling them that!!!!
Shetlands are the smallest breed native to the UK. Quite agree with your comment horsestache, I've met some evil little shetties with a wicked buck or shoulder drop!
