have been racking my brian as to what the woman is actually saying and came to the conclusion that it could only be "cut a rug up tonight", checked the lyrics on the internet and they are correct.....so what my question is, is what does this actually mean????

The idea was that people would push back the rug or carpet and dance to records on the bare wood floor, i guess if they got carried away, they could indeed 'cut a rug', but that's where the expression originates.
The phrase I love is from the 1950's Teddy Boy era, when a Ted would ask a girl to dance with the following soubriet -
"S'cuse me darlin, can I borrow your frame for the next struggle?"
How cool is that!!!
