yes it is. Obstruction of the highway
The question is a little ambiguous as some footpaths encourage you to park half on them and half off them - it depends if there are lines on the pavement indicating this but normally it is.
Local councils all have different local laws, some places legal, put one wheel on the kerb in others and you will get a ticket.

If you are allowed to park on a public footpath it will be clearly signed. If not: NO
I didnt think it was,i went to the police a couple of times because of people in my street parking on the pavement,meaning i had to take my new baby in pram onto a busy main road but was told it was not an offence
