I live in a detached house and the house next door (which is occupied) has been neglected to such a state that we are unable to sell our house for the market value.
Is their anything that can be done to force him to sort it out?

No you can sell your house for the market value, it's just that the market value is not what you thought it was! No there is no way to force someone to do up their property unless there is some other hazard than merely an "eyesore". Other than paying to do it up yourself I can't see what you can do, other than sell it at it's current market value.

Agreed. "Market Value" is what a buyer is willing to pay. If you are asking too much based on the location (ie your surroundings and neighbours) then you won't sell it.

Your neighbour is perfectly within his rights to maintain (or not) his property as he sees fit.

Contact the local authourity they quite often serve landlords/owners with orders to repair property if it is seriously neglected and a danger.

The house is getting to a stage where 'bits' are falling off (slates render etc) in high winds and where I live this is on a regular basis.
He wont even park his car on his driveway on windy days!

Also check your neighbours title conditions. It may require the owner to maintain it and keep it in good order. In that case the person/body who holds that right can enforce the condition. In some circumstances neighbours may be able to enforce the condition.
