DVD region setting on computer

My computer seems to be locked on region 4 and I am not permitted to change it. Do all computers have this strange setting and does anyone know a way around this so I can watch dvd's again?

I use DVD Region+CSS Free which is great.

http://www.dvdidle.com/dvd-region-free.htm

But there are others out there. I believe AnyDVD from Slysoft does something similar as well.

Same as above - I recently contacted them after having had the prog for years, expecting the "free upgrade" offer to be out-of-date and was pleasantly surprised to find that I was entitled to the latest version.
