House flooding from spring

My house has been flooding with about an inch of fresh water after it has been heavily raining. It has been flooding all day coming up from the floorboards. Someone says it could be on a spring. What does this mwan for me, ahve I bought a duff house? Could the spring hve been routed into my house by recent renovation works to the exterior walls and building of new garden wall? Is this fixable and is it going to cost me a small fortune. HELP! Thanks.
