You left off the most important information, the make and model of your motherboard.
If you have a booklet that came with your motherboard it will tell you the range of processors that can go in it.
You may find that the best CPU you can fit is only just a bit faster than the one you have (an older motherboard is unlukely to be able to run the latest CPUs).
At the moment you have a 1.83Ghz and maybe your motherboard can take a 2.0Ghz or 2.2Ghz, but that is not likely to get you a lot of extra speed.
You may also have trouble buying one, as new CPUs come out supplies of the old ones run out and they are often not made anymore.
Your hardware spec seems pretty good, and one way to try to speed up your PC is to re-install Windows.
This will get rid of all the rubbish that Windows picks up over the months or years.
It is a lot of work, as you have to back everything up first, THEN install Windows, then the Windows updates, then install all the extra drivers, software, utilities etc.
But it should speed up your PC.
