tiscali internet connection

sorry this isnt in the right place but this seems to have the most activity and i am desperate for a solution to this.... thanks....I have one PC and I have set up two different accounts on it. When I go onto my account the broadband connection works fine, if I toggle users and log on to my partners account I have no internet connection. I thought that when I set the connection up it would apply to the whole PC, no matte how many sub accounts?? Is this the case or is there something I have missed with regard to setting it up under the sub account. Any advice would be greatly appreciated.. thanks
