Tiscali internet connection

I have one PC and I have set up two different accounts on it. When I go onto my account the broadband connection works fine, if I toggle users and log on to my partners account I have no internet connection. I thought that when I set the connection up it would apply to the whole PC, no matte how many sub accounts?? Is this the case or is there something I have missed with regard to setting it up under the sub account. Any advice would be greatly appreciated.. thanks

look at tiscalis own web help pages as they will give the answers. I know not much help but simple connection problems can be particular to each ISP.
