However this was thrown out on the basis that you don't have to say a word, they will just prosecute the registered owner.
I don't know what the speed limit was and how fast he was going, but I will assume it was only a few mph over.

You can either lie and admit to the speeding yourself.. you'll get a fine and a few penalty points.
You can tell them it was him, he will get prosecuted.. and you will get prosecuted too.. aiding and abetting driving with no licence, no insurance.
Saying your husband took the car without your consent will probably not wash in court. Stop being a doormat, you are not responsable for his actions. In this case I would recommend you admit to the speeding as an endorcement on your licence for aiding and abetting driving with no insurance is around 8 penalty points and will stay on your licence for many years.
to the genuine people who tried to advice, i add this p.s. My husband is trying to reform his character, he has been very foolish in the past, but since I became disabled (no fault of his)3 years ago, he is a changed person. The car was taxed, insured and had current mot,but he was driving on a provisional licence,he was said to be going at 39 mph in a 30 mph zone, I dont suppose those of you who gave personal opinions have ever broken THAT particular speed limit!
