is it legal to use traffic cones to secure a parking space in front of a house in a busy street? If not can anyone name a specific law? Thanks

There is no right for anyone to obstruct the road anywhere, it does not matter whether its in front of your house or your office or whether you parked first or not. You can put signs out to try and secure a space for deliveries etc. but there is very little you can do officially on a public highway.
It is 'wilful obstruction of the highway' under s.37 Highways Act 1980.
