An offender can't be 'sentenced to 5yrs and given an IPP sentence' (unless he's committed two separate offences with two separate sentences). He can only be sentenced to an IPP with a 'tariff' of 5 years. That means that he can be considered for parole after 5 years but, irrespective of his good behaviour in prison and the satisfactory completion of courses, he won't be released from prison unless the parole board is satisfied that it is safe to do so.
