Both, in the show world they're termed heads but they do have faces with lots of expressions!

They do have both, in fact they also have a forehead and a foreface (the front part of the head, before the eyes. Muzzle). Taken from the Kennel Club 'Glossary of Terms'.


From the Bedlington Terrier Breed Standard:

Coat: Very distinctive. Thick and linty, standing well out from skin, but not wiry. A distinct tendency to twist, particularly on head and face.
