When buying spirits aborad, why is there a plastic bit in the neck that isn't designed to be moved.

It regulates the flow somewhat and wondered why they are not in all countries

Think its so you can`t refill the bottles, especially for bars and restaurants so at least the customer knows they`re getting the real drink which is on the label and not a cheap imitation
