I bought a new Samsung TFT- LCD monitor last Saturday. Now after 4 hours use one of the cell has failed showing a pin of white light. I phoned the shop where I bought it and they said 1 failed cell is not concidered a fault or warranty claimable. What are my consumer rights regarding this product. My work TFT is still fault free after 18 months. Can I reject the monitor as faulty and expect a replacement or refund?

Well I would say that one would expect a monitor, especially as new as that, not to have a pin of white light. That would class as faulty goods and I would take it back and ask for a new one.
Any fault however small entitles you to a refund or replacement under consumer protection laws. What is covered by warrranty is irrelevant. The shop must know this and I cannot understand why they are quibbling
I would tell them that under the sale of goods act 1976 (i think maybe check that date) items should work properly and be "fit for the purpose" (quote that phrase) for a reasonable amount of time, which in England is 6 years. Tell them you are well within your rights to take them to court. My sister in law does this when shops fob her off and it works but be firm.
If the monitor is a Class 2 (ISO13406-2) it is allowed to have 1 dead (or bright) sub-pixel per million sub-pixels and deemed not to be faulty.

An explanation of the standard can be viewed here...
