Is there any tax on towed caravans? When you see the congestion caused behind one, or even worse, two in convoy, of these vehicles, it makes you wonder why they are allowed on the road without any form of duty.

No. The vehicle pulling it has to be taxed.
...and what about pedestrians - they don't pay duty either.

It has been known for a single pedestrian to bring all traffic to a complete standstill when allowed onto the road.

Zero emissions???
What about cyclist, they pay nothing but many ride as if the road belongs to them. Perhaps thats why so many ignore traffic signals.

Sorry.. I thought you were referring to pedestrians producing zero emissions.

Forget emissions, the point is congestion.
Why should these non-essential recreational vehicles be allowed to hold up 20, 30 or more other road users, eating into precious holiday time or delaying time-sensitve commercial traffic just because some boko wants to drag a shed around with them usually 'to be independent'; with their portable 56'' telly, dvd player, cd player, George Forman grill, basketball hoop, gps, sat nav.,etc. These things cost about 10 grand, which is a hell of a lot of B&B's!
5000p.a. tax sounds about right, non payment punishable by death.
