although my daughter has comprehensive cover on her car,she is allowing her partner to drive it.As he has no insurance of his own,and is not on her policy,what penalties will she face,if he is stopped by the police,or has an accident?

The court will put betwen 6 and 8 points on her licence. They also have the power to disqualify for any period and/or order a re-test. Also, she may have priced herself out of the market next time she wants to renew her insurance.
If he was to kill someone think of what that means.
Always think of the worse situation as it usually happens and we have to clear the mess.
We then go home and try and forget about it - the biggest loser is the innocent victim and thier family.
At least if the insurance is in place the money is a comfort to the relatives.
