That is because the test for oxygen is that it RELIGHTS a GLOWING splint.

A burning splint will continue to burn in gas mixtures that are only partly made up of oxygen (eg air)

It is also possible that the heat of a burning splint could dissociate a gas releasing sufficient oxygen to sustain the burning.

if you dont blow it first

the test is then, supports combustion

and a few gases do this, nitrous oxide springing to mind.
