Classic childrens book. What was it called?

Two children (from what I remember) run away from their guardians after the war and set out to find their uncle, who works in the circus. When they get there, they find that it isn't as fun as they imagined but learn various social skills while working as part of the circus team.

Does this ring any bells for anyone?
