Some companies supply a recovery CD, but this can be optional.

When I bought a Dell PC recently it was an extra 5 for a recovery CD.

If you do not get a recovery CD when buying a PC or laptop then phone support when you first buy it and ask for a recovery CD. They may charge you but it is worth it.

If they are not keep tell them you have bought a new hard disk for the machine and need to reinstall the operating system.
My compaq (HP) came without a recovery cd too but there is a PC Help & tools program that creates a DVD and CD for recovery. Look for something on yours.
