He remembers what the barman in the 70s said - if there's no feeling, it's not real - so he knows that 2007 is an illusion. He jumps off the building to end the illusion and 'wakes up' back in the 70s. What is really hard to explain is how he knew so much about the future - mobile phones etc. Well, that's what I think.
That wasn't it, Bert..what the barman in the 70's actually says is that if you can't feel you aren't 'alive'.
Sam was pysically alive in the present day, but not 'living' as it were. He was in a boring meeting at work instead of chasing criminals with Hunt & the gang..an Annie wasn't in his life.
This is why he decided to put himself back into the coma and go back to Annie et al.
