Flakey Ceiling.

Help! My other half is repainting our ceiling's. Every room turned out ok except our bedroom ceiling. One patch just above the window keep's flaking. We've never had this problem before and the emulsion is new. He's scraped of the flakey bits to try again. The ceiling was artexed about 16 years but surely that cant be the problem as we've painted the ceiling before. There's no damp. Any advice most welcome.

I would use some pva glue to try and remedy this problem , lightly sand back apply pva and top with emulsion.
